What makes Spain different
- 01Spain has some of the cheapest cigarettes in Western Europe — around €5-6.50 per pack versus €10+ in France or €14+ in Norway, despite ~80% of the retail price being tax.
- 02Ley 42/2010 (enacted January 2011) banned indoor smoking in hospitality venues, including bars and small restaurants — a major extension of the 2005 law. Spain has not adopted mandatory plain packaging (as of 2025); EU Tobacco Products Directive 2014 requires large graphic warnings and ingredient disclosure but not plain packaging.
- 03Spain rolled out its 2024-2027 Plan Integral de Prevención y Control del Tabaquismo, expanding smoke-free zones to terraces, vehicles with minors, and outdoor sports venues.
- 04The iconic brand Ducados (black-and-gold pack) is a long-standing value favorite; Fortuna and Nobel dominate the discount/mid-price segment.
- 05Smoking rates have dropped from ~30% in the early 2000s to around 20% in 2022, but vaping among 14-18 year-olds has climbed sharply, prompting new 2024 restrictions on disposable e-cigarettes.
