What makes Netherlands different

  1. 01Netherlands banned tobacco displays in supermarkets and most shops in 2020, and switched to plain (generic) packaging for all cigarettes and rolling tobacco on 1 October 2020.
  2. 02Heated tobacco products lost their flavor exemption on 1 January 2024, and a near-total flavor ban on e-cigarettes/vape liquids took effect in stages through 2024-2025, leaving tobacco as the only legal vape flavor from 1 July 2025.
  3. 03Adult smoking prevalence fell from ~26% in 2014 to ~19% in 2023, but vaping among 12-16 year-olds rose sharply: 14% of Dutch secondary-school students reported vaping in the past month in 2023.
  4. 04An excise tax increase of €0.59 per pack of 20 cigarettes and €0.40 per 25g pouch of rolling tobacco took effect on 1 April 2023, and a further indexation hike followed on 1 April 2024 — pushing the average Marlboro pack above €11 for the first time.
  5. 05The Netherlands targets a Smoke-Free Generation by 2040: a bill approved in 2023 (Wetrookvrije Generatie) restricts tobacco and vape sales to adults-only outlets and is phasing out sales from supermarkets and petrol stations by 2030-2032.
