  3. 03China has NOT yet implemented large graphic health warnings (MPOWER "W" rating is partial); most packs still show small text-only warnings introduced in 2011.
  4. 04Indoor smoking bans were adopted in Beijing (June 2015) and Shanghai (March 2017); the 2022-2024 Healthy China Action expansion is pushing smoke-free coverage to all indoor public spaces, workplaces, and public transport nationwide.
  5. 05E-cigarettes/vapes have been formally regulated since 1 October 2022 under the State Tobacco Monopoly Administration: flavored disposables were banned, closed-pod systems required licensing, and sales to minors are prohibited — making China one of the strictest vape markets despite being the world's hardware manufacturing hub.
